App won't let me have parental controls when away from home, just says connect lost. Does me no good if I can't control the internet away from home.

I can't use the DS Router app to manage my synology router and manage my kids' devices. It says "unable to connect to your router. Please check: - the Internet connection of your synology router and mobile device - the correctness of the synology router's IP address - synology router permits external access" All of those are checked so not sure why I kept getting that message.
