My use case:
Step 1) On a macOS (can be even a virtual machine, you don’t need to make Apple rich if you don’t enjoy macOS UI) you open Photos app, then export your photos to your self-hosted storage (CIFS or your preferred clod storage). You can do this as well without a mac, using File Explorer app or even the native Files app - the idea is to offload your originals away from iCloud
Step 2) Open Videocompressorexpress and compress all videos, then delete all originals. This way you can keep your memories in iCloud but at an efficient space utilisation ratio. Anytime you need the original (but seriously... do you ever need that?!), look it up in your non-iCloud storage ;)

App display and play video fine, just like anything else. When asked to compress it will just quit/ crashes (on iPad Pro 2020).
