I can't get chest or elbow tracking to work correctly and I'm not sure how to fix it

It doesn't calibrate your chest and hands well, but your legs also go underground inside the roof, so you can't calibrate your legs either

Go back to "Settings" » "Connections" » "Mobile Network" » "Network Mode".
Now, put your network on 4G e.g. LTE/3G/2G (auto connect)
