When I click on the link sent it says site can't be reached.

Can't use the app. It's not working
It simply will not work. Chat is not any help. Who paid for this and how much? Was it bid out? Does it work for anyone in Oklahoma? Is there any real help anywhere? Why won't DPS answer their telephone line? Is this the best we can expect?
