Follow these steps to resolve intermittent iCloud Drive app issues:

Force Stop the iCloud Drive App
1. On android, goto "Settings" » click iCloud Drive app. » click "Force Stop".

Update iCloud Drive to the latest version on PlayStore

Clear iCloud Drive App Cache and Data:
1. On your device, goto "Settings" » click "Apps" » select "iCloud Drive app" » click "Storage" » click "Clear Data" option. This Clears both data and cache.
2. Relaunch iCloud Drive.

This issue is usually caused by your network. Here is how to fix:

On android, goto "Settings" » "Apps" or "Manage Apps" tab.
