Will not authorize the pump, says there is a technical issue. Cannot use my cents off per gallon.

BPme app tells me to download earnify. Already have it. "Location not recognized" error. Can't buy.
App doesn't do anything except to show title page.
The last three times I’ve gone to fill up at three different stations, the app hasn’t worked. It gets stuck when unlocking the selected pump.
