Follow these steps to resolve intermittent ShakeAlertLA app issues:

Force Stop the ShakeAlertLA App
1. On android, goto "Settings" » click ShakeAlertLA app. » click "Force Stop".

Update ShakeAlertLA to the latest version on PlayStore
