Used the card at a pay at pump store & it worked fine & had a balance of $38. Used it at a business & it was declined. Purchase was for $8.61. Why?

I no longer have my card, by bi need to gw my statements fr 2021. My username and or password will not work. Also , I the victim of extensive identity theft , fraud, and forgery. So us I somewhat concerned I can not axcess my account
