I did a recent update on my I-pad. Now when I try to download the latest edition of the paper on the App, it stays on pause and won’t download. I tried removing the app and installing and it still won’t work. What can I do?

I have the daily news digital edition. Through an Apple subscription. The app is not allowing me to download any edition of the daily news. I click on the edition and it stays paused even after tapping a few times to start the download. It’s not my WiFi as I’ve used my home WiFi as well as my phone’s hotspot to try to download it.
