Are PhoneandPay developers unaware that tourists visit the UK and rent cars? Impossible to set up an account with a non-UK phone number. No municipality or private car park should use PhoneandPay for payment.
Unless you have a UK Phone number, you cannot use PhoneandPay as the feeble-minded owners of PhoneandPay have not contemplated the very possibility of a visitor needing to pay for parking.

Tried to use PhoneandPay in Liverpool after one of their many broken parking pay machines did not work. PhoneandPay and phone system failed me. The SMS failed but have no indication it failed, so I got a ticket. I suspect Liverpool Council knows their parking pay systems are all broken but sees it as an “enhanced revenue stream” issuing PCNs to all the hapless parkers. The total brokenness of PhoneandPay and parking system has made me seriously consider no longer bringing my tour group to Liverpool.
I tried to sign up for PhoneandPay and tried to pay cash to park in a location. The meter was out of order and PhoneandPay would not allow me to sign up with a US phone number. Went somewhere else to park but will probably still get a fine.
Total rubbish!
Tried parking in one of these lots. Followed all directions. When it came time to pay and park, the delivered nothing but errors. Deleted and went to park elsewhere. Complete rubbish.
App is unusable. I wasn’t able to enter any phone number it considered valid
