Aim High app not loading photos, it says the fix is available on 1.63.4 but what does this mean?

My daughter is in 322 TRS/FLT 227 and I was trying to download app as recommended by Facebook comments. Unfortunately, it says it is not allowed in my region. Why not if my daughter is accepted at USAF? Please advice if it can be fixed/waived somehow.
