Seriously terrible instructions - just a link to an article about wake on LAN but nothing about how to use or set up this tool- like where to find the MAC address, or either of the two IP addresses you will need for this to work.
The app cannot scan my network itself to find eligible devices.
You can find competitively priced products that do much better. Chances are that if you can figure out how this particular app works you already could write your own app for the purpose.

Bought this as I did a quick test before purchase to see it did wake up all my PCs, only to find it will not work if the pc has been off longer than ~5mins. Only this app has this problem, I still use another free one that works no issue; confirming this app is faulty.

Not sure why, but it appears when i close this app the port used to wake the computer is still in use. Upon reusing the app, im unable to wake the computer because the port has never cleared.
Is this a hidden cyber crime at work, or just faulty programming?
