How can I delete a photo from SPV

All my pictures and videos and contact did not down load on my phone. This is the first time it’s happen. Please help me get them back
- Out of storage issue
- Glitch where images show for a split second
- Cannot export more than ten pictures without paying
- Apple cannot be reached
- Photos were deleted
