Unable to enable BHIM UPO

Tries to connect 7 times, but every time it says the same error “message not received “. The weirdest thing is, mobile must be on cellular data and if you are connected with wifi, it simply prompt alert “Please enable mobile data to verify your mobile number “ and then sends an SMS to some predefined number… And you have to keep on repeating this process multiple time… I have one question… WHY????????????
Mobile verification from outside country does not work

Seems mobile verification outside country does not work as message is sent from mobile with number starting 0 instead of +91. Sms from outside country starting with 0 does not reach India and it might be failing. Can you guys please check.
Dose not work

Tried setting up this app for 10 times and always getting the same error message that not able to send SMS and each time you need to 24 hours to try again, so uninstalled.
