Everytime I try to cashout my earnings it first says pending, and then it will say failed Everytime, and I don't understand it

I've been reading to cash out my premise to my PayPal account sinced the beginning of this month March and I always get the same responses back that they don't have infinite time to get fixed

I have been trying to cash out for 5 days now through PayPal and it will not go through I promise customer service says they're working on it and have no infinite answer on when it is going to be fixed.
