2nd number is green and active, but phone when not ring when calls come in. they are going to missed calls

I have tried twice now to purchase additional minutes and they are not being credited. My credit card was charged both times... I received a refund from Apple the first time, but as an American in a foreign country I need this service to work so I tried again, still no minutes credited. I paid an extra $30+ to have no advertisements for life so I would really like to have this problem resolved.
