Need an engineer who knows BASIC programming

The routes planning algorithm cause starvation every time I request a ride. Even when I am finally in a ride, my ride's route has changed so frequently to fit others' routes. And a 6 minutes ride turns into a 40 minutes trip! If you cannot figure out the algorithm, I am a CIS graduate student and I can do this for you in a minute. Just PLEASE solve this beginner algorithm problem!
