It doesn't even know what DateTime is! A simple program like "$x = new DateTime();" fails. Other reviews suggest that with every error, php suggests purchasing the full version. Why would I if this version can't do very basic things?

This is really a review comment about the Script Bundle. The description indicates it includes this app but after purchasing and downloading all 10 included apps, I notice the this app app was not included as indicated in the description.
