Apple TV app audio, live streaming issues

Since the FCC bans viewing the Tucson TV stations (30 miles away) via satellite, the only way to view Tucson stations where I live is using streaming. The KVOA Apple TV app audio level varies depending on whether it is showing the live broadcast or ad replacements. Some ads are too soft and some are WAY too loud. Frequently the app thanks me for watching a "prerecorded" broadcast even though I'm watching a live broadcast. Other times it thanks me for watching the "live" broadcast. The app even gets confused whether to show the live broadcasts or the ad replacements, even interrupting an in progress broadcast. App and/or the live streaming architecture need a major upgrade to be reliable.
