Cannot Purchase "Bandwith"

I paid for "L Coin" in order to ourchase "bandwith" (free brush downloads) but when I click "pay L coin for bandwith" I get a message that says "You can have this bandwith pack for free if you watch an ad" and my options are "give up" and "watch ad," There is no option to just pay the L coin. And the watch ad option just freezes on the load screen. Basically I wasted my money on L Coin that I cannot use for what it tells me I can use it for.
