i requested my 20.00 in rebates be cashed out onto a visa e card, it showed that 17.00 was issued ( why a $3.00 surcharge that is not mentioned anywhere?) I never received any email advising me that my visa card was issued. They are not responding to my emails

I have submitted a request 2 times for a 7.00 rebate with Founders 12 pack. Both times they said the receipt was too unclear of a photo and the first time that it needed the complete picture of the Total receipt. I had over $100 in grocery items, so could not include the bottom cash total, but circled the beer items and bottle deposit on it. When I have rephotographed the receipt and sent it, I am not getting any acknowledgement to my account. What do I need to do to get my $7.00 rebate?

I get my receipts from the app as they do not print when check out with target app. It said my rebate was denied because not a valid receipt. It is the only one I have. Please help
