Just can’t recruit staff

So I have been loving this game till I reach around 90 days and wanted to hire that very fast replenishment man and I just cannot hire him.
Some how the button just doesn’t work, and if I have fired the lowest staff, if I click on the hire button for the staff I want, the man I hire would still be the lowest staff. What kind of bug is this?
