App does not work Jan2020

I have the latest iPad update ... I downloaded the app and it worked okay for about 20 seconds. When I scroll to the bottom of screen and attempted to scroll back up it stopped when I reached the weather map. I attempted to add an additional city and the app would not add it. I then closed the app and when I tried to restart it it would not open. At first glance it seemed like it would be a great tool.
