I bought this app through App Store and couldn’t restore it

I had bought premium app, used it and worked well but lost my phone around May bought me phone same iCloud info and it keeps asking me to upgrade my account from free account. There’s a restore purchase link but it’s dead, no way to contact anyone I still have get membership till December but can’t use the premium services. 😩
