Constantly asking to rate the app

This seems to be a good app for me to test my REST Api's, but OMG it is constantly asking you to rate the app in the app store, like every 10 minutes. But no matter how many stars you click on the popup message, the submit button is never enabled so you can never really submit a rating, with the hope that if you do submit a rating, the app just might stop asking you every 10 minutes to rate it
