You can get the app installed using German phone number but to verify you need a US number.

I believe the verification process by ID.ME is outdated. To have submitted original documents from DD214, Passport, or North Certificate, I was STILL denied access because the Civil documents where in German , I live here, and they needed to be translated. The only purpose is to confirm My address. That my Bank or Insurance Company would furnish Me with a translated copy of my bill is Stupid. No the app is flawed.

ID.me Authenticator is a simple and free multi-factor authentication (MFA) solution for your ID.me account, protecting your account from hackers by adding an additional layer of security.
Either approve the notification sent to the ID.me Authenticator by tapping ‘Yes’ to approve if it’s you (push notification), or enter the verification code generated by the app (TOTP).
When logging in, after entering in your password, you will be asked for an additional way to prove it is really you.
